This market will resolve to "Yes" if, the U.S. Public Health Service officially withdraws or ends its recommendation for adding fluoride to U.S. drinking water, or if the recommended fluoride level is changed to 0.0 mg/L between January 20, and April 29, 2025 11:59 PM ET (see: https://www.cdc.gov/fluoridation/about/community-water-fluoridation-recommendations.html). If responsibility for directives on fluoride is transferred from the U.S. Public Health Service to another federal agency, any qualifying announcement from that new agency will qualify. The resolution source will be official information from the U.S. Government.

This is what would happen if RFK tried to push a policy change without going through the proper scientific channels: 1) He would be sued to oblivion by the ADA and many other orgs for violating the Public Health Service Act which is the statute that sets up the mandate for the USPHS. 2) There would be mass resignations at all levels within orgs governed by the HHS. 3) He would probably be impeached (or at least serious calls for his impeachment would arise) for damaging public health by not governing through science. He knows all this, his lawyers know this. Right now he is already controversial because of his lack of credibility as a scientist - why the fuck would he completely obliterate any shred of credibility he has within the first 100 days and probably get himself impeached by attempting to force this through without the scientific review process?
He as HHS secretary CAN and probably WILL push for a review. He will set up an advisory panel (probably with scientists sympathetic to his cause) to initiate the process of re-evaluating fluoride levels. This is the way he can exert influence as HHS, by picking the people in charge of reviewing the guidelines. These people are going to take months to comb the literature and come up with a justification even before the part where there's pushback from stakeholders and the public comment period. What complete dreamland do you yes holders live in where you think this whole process will be fast?

I know your trolling cause you hold no, but just for the record for any yessers here prone to believing in bad science: Yes there's some bioacculumulation of fluoride in the pineal gland (along with some other organs) but there is ample scientific consensus that this does not affect their function and accumulated levels are modest at levels found in water. Also, the pineal gland regulates sleep - conspiracy theories about mass hypnosis are just lol.

if the HHS Secretary is only withdrawing the fluoride recommendation (without requiring any new laws or congressional approval), they can indeed instruct the change to happen unilaterally, within the CDC or USPHS (which falls under HHS). Since recommendations are non-binding and don’t require legislation, this simplifies the process significantly.
For the record - that's hilarious. None of the process I described ever has anything to do with new laws or congressional approval. That's just the base case process for policy revisions.
