Zelenskyy cannot legally schedule an election under martial law, and martial law was just extended for another 90 days. The Rada is supposedly crafting another law to bypass those restrictions, but they're in no hurry as there is no infrastructure to hold elections. It's just to show the Americans that they're proactive. He will lay out a plan on the 24th for possible elections when the conditions are right.

Ukraine’s Office of the President on Wednesday rejected a Financial Times report that President Volodymyr Zelensky intends to announce plans for presidential elections and a referendum on Feb. 24, saying security conditions remain the determining factor. “As long as there is no security, there will be no announcements,” a source in the president’s circle told RBC-Ukraine in response to the report. There's battlefield volatility, legislative uncertainty, domestic backlash and strategic optionality. Fwiw, 90% of Ukrainians oppose elections during active war, 77% oppose elections even after ceasefire with security guarantees, 59% insist elections only after final peace agreement.

“They say that they want to do everything by June . . . so that the war ends,” Ukraine’s president told reporters, citing the White House’s desire to shift its focus to the US midterm elections in November. “And they want a clear schedule.”
