This market will resolve to "Yes" if the U.S. Nuclear Regulatory Commission (NRC) issues a new combined license (COL) for the construction and operation of a nuclear power plant by December 31, 2025, 11:59 PM ET. Otherwise, this market will resolve to "No." A combined license must be clearly identified as such and documented in official NRC releases. Only initial issuances count; amendments, renewals, or partial approvals do not qualify. The resolution source will be a consensus of credible reporting.

The NRC issued a construction permit for TerraPower’s Natrium reactor. It’s the first commercial SMR license in US history. 2025 also saw the Hermes 2 permit and the restart of Three Mile Island Unit 1. Nuclear is officially back.
A COL is issued under 10CFR52. With the exception of Okolo, new advanced reactors are using 10CFR50 for licensing and many have broken ground. This is a sucker bet.

Simply not possible. Oklo is the only company shooting for a new COL license and they will not submit their application until later in the year (presumably around October when NRC fees drop by 55%), and they expect a 24-36 month review timeline based on NRC guidelines, with the license being actually awarded in 2027-28 if all runs smoothly. These processes involve public hearings and committees and multi-stage reviews and have historically taken 6-8 years. There is no material time left for a COL license to be submitted, reviewed and awarded in 2025 (nor in 2026 for that matter).
Some info for those interested: here is the NRC's website of submitted COL applications. None active now, and you can check they historically have taken 7+ years from application submission to license granting. Last entry is Oklo's 2020-2022 rejected application. [link removed]
Here is a March 2025 presentation from the NRC's chairman. See the slide shown at minute 47, with 'Project 6' being OKLO's COL application, and the review process expected to run until 2028. No other COL applications expected anytime soon. [link removed]
