What do you mean "won't enforce it?" The provision in PAFACA mandating divestment of TikTok is not left to the discretion of a Presidential determination, because TikTok was named separately from the rest of the regulatory scheme in PAFACA for other foreign adversary-controlled application. It is an automatically executing and enforcing mechanism and the President is not given the power to roll it back.
The delay won't really do anything because ByteDance won't allow TikTok to be sold. It would pose national security risks to the CCP.
